Manual processing of requests and\ncomplex procedures have been leading to delays and errors, undermining the\neffectiveness of administering and securing property rights for citizens. <\/p>\n\n\n\n<p>In order to address this state of affairs,\nthe Ivory Coast\u2019s Ministry of Construction, Housing and Urban Development\n(MCLU) signed a contract in the context of French President Emanuel Macron\u2019s\nvisit to Ivory Coast, for the implementation of a project to simplify urban\nland administration and convert it to digital form.<br>\n<br>\nThe project is organised around nine interdependent components, which will\neventually lead to the setting up of an Integrated Urban Land Administration\nSystem (IULAS). This will form a common basis for the various public\nauthorities involved in the land administration chain \u2013 The Ministry of\nConstruction, Housing and Urban Development and the Ministry Delegate to the\nPrime Minister responsible for Budget and the State\u2019s Portfolio.<br>\n<br>\nOver time, the project will result in:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Speeding  up the process of issuing administrative documents<\/li><li>Making land registry information secure, thereby reducing the number of claims  and legal disputes<\/li><li>Increasing  direct and indirect revenues for the State<\/li><li>Improving the business climate in Ivory Coast<\/li><\/ul>\n\n\n\n<p>For\nthe first stage of implementation, which will cover Greater Abidjan and\nAssinie, the simplification and digital conversion project will benefit from\nfinancing amounting to around 18 billion CFA francs (just over \u20ac27\nmillion) from the French Public Investment Bank (BPI), guaranteed by the French\nTreasury.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ivory Coast has faced difficulties in administering property rights for many years.
