Yet, new data from the recent 2025 CXO Priorities State of the Market Report, in collaboration with Cloud on Demand, reveals a significant hurdle: turning bold intent into tangible, bottom-line value now depends less on the next new slogan and more on disciplined, practical follow-through.

Priorities and platform drivers

When we examine today’s priorities, a clear picture emerges. Roughly a quarter of those surveyed are prioritising the Power Platform for agility, closely followed by Microsoft Teams and Security/Compliance tools. Similarly, close to a quarter of deployments are centring on DevOps and Developer Services, highlighting a focus on improving the build pipeline. However, this focus is not universal; a considerable portion of the market is still resisting cloud migration or grappling with strategic indecision and high or unpredictable costs remain the major barrier to scaling cloud initiatives.

For those choosing Microsoft Azure, the decision is often driven by ‘specific features or technical capabilities’. Yet, the competition is fierce: nearly a quarter of respondents cite ‘superior performance or scalability’ as the key driver for choosing an alternative platform. Furthermore, to make Azure more attractive, about a quarter of customers are seeking ‘enhanced developer tools and user experience’. This suggests that the journey towards execution is where the rubber meets the road.

The value gap: Measuring success

To bridge this gap from intent to impact, organisations must get back to basics and formalise their approach. It is striking that nearly a quarter of those surveyed admit they ‘don’t formally evaluate ROI’. Value is elusive without measurement. To succeed, it is becoming essential to focus on a small set of visible metrics, invest in core platform skills and retire tools that no longer earn their keep.

Critical to this is running a steady FinOps cadence. This means setting budgets and caps up front, configuring alerts before thresholds are breached and conducting weekly reviews. This keeps spend predictable and defensible against tangible outcomes the business can see. Azure is clearly viewed as a future AI and data platform, but delivery demands a mature approach to managing load, capacity, reusable pipeline patterns and automated guardrail.

Embedding Microsoft Modern Work and resilience

Meanwhile, embedding Microsoft Modern Work as the daily norm eases workflows significantly. This involves promoting one sign-in, least-privilege by default and shared visibility across security and product teams. Adoption must be measured in business terms: time to onboard, time to form a team and critically, time to restore services. When ways of working are consistent, governance gets lighter and collaboration flows.

Resilience must also be treated as a first-class metric. This involves maintaining recovery steps, keeping logs close to workloads to make failover predictable and testing full recoveries. Nearly 25% of organisations are already influenced by IoT and Edge for real-time data and clearing these data paths allows events to become actions without manual handoffs, thereby tightening the loop from intent to value.

Ultimately, by doing the basics well, training teams on expected patterns, giving clear owners to shared services and ensuring consistent practices, organisations can make durable progress. When Modern Work sets the pattern and Azure provides a tuned platform for data and AI, the results show up where they matter: faster delivery, cleaner recoveries and decisions grounded in real signals. That is how intent genuinely turns into value at scale.

Read more insights in the 2025 CXO Priorities State of the Market Report, in collaboration with Cloud on Demand here

For many organisations, the move to cloud is a strategic given.
