The problem is not simply mobile coverage or smartphones. It is something far less visible and far more strategic: where Africa\u2019s Internet traffic is exchanged and who controls it.<\/p>\n\n\n\n<p>At the heart of the global Internet are Internet Exchanges, physical interconnection points where networks swap traffic directly. When these exchanges are weak, fragmented or poorly interconnected, local traffic takes long and expensive detours through Europe or North America even when the sender and receiver are in the same African city.<\/p>\n\n\n\n<p>Africa has made progress, but the data shows both growth and structural gaps. In March 2025, NAPAfrica became the first African IXP to exceed 5 terabits per second of traffic, a milestone that demonstrates the scale local exchanges can achieve when properly supported. That growth proves demand exists. The question is whether the architecture around it is keeping pace.<\/p>\n\n\n\n<p>In many African countries, an email sent across town still travels thousands of kilometres offshore before returning. This increases latency and forces networks to purchase costly international transit. According to the Internet Society\u2019s 2025 IXP Tracker, South Africa has 11 active IXPs with the vast majority of networks interconnected locally, showing what is possible when exchange ecosystems mature. Yet this level of interconnection is not consistent across the continent.<\/p>\n\n\n\n<p>The result is a hidden digital tax on African innovation. Start-ups pay more to serve local users than they should. Governments spend scarce public funds on international bandwidth instead of strengthening domestic routing resilience. Keeping African traffic in Africa is not a luxury, it\u2019s an economic necessity.<\/p>\n\n\n\n<p>Most African Internet Exchanges operate within national borders. That may have worked when digital markets were domestic, but they are not anymore. African trade is regional, financial systems are cross-border, yet our data routes still default northward before returning south.<\/p>\n\n\n\n<p>The strategic expansion of regional IXPs in 2025 reflects recognition of this gap. New exchange points such as LINX Accra and LINX Mombasa, launched in 2025 to strengthen West and East African peering, aim to improve regional interconnection and reduce reliance on European routing hubs.<\/p>\n\n\n\n<p>Such developments are important. But they must evolve into interconnected corridors between African exchanges themselves, creating direct Nairobi to Lagos, Johannesburg to Kigali, Accra to Addis Ababa traffic paths. This is not theoretical, it\u2019s resilience planning.<\/p>\n\n\n\n<p>In 2025, the Internet Society reported measurable improvements in Africa\u2019s overall Internet resilience, linking progress to stronger interconnection ecosystems and infrastructure development. The lesson is clear: countries with stronger exchange environments withstand disruptions better.<\/p>\n\n\n\n<p>The majority of Africa\u2019s Internet traffic is driven by global platforms in social media, streaming and cloud services. When this content is hosted abroad, local exchanges struggle to attract meaningful traffic volumes.<\/p>\n\n\n\n<p>The fact that NAPAfrica surpassed 5 Tbps in 2025 is not accidental, it reflects growing localisation of content and peering participation. When content is hosted locally and directly connected to exchanges, latency drops and transit bills shrink.<\/p>\n\n\n\n<p>Every time a public service platform is hosted offshore \u2018for reliability\u2019, value leaves the continent. If Africa is serious about Digital Transformation, local hosting must become default policy, not a patriotic afterthought.<\/p>\n\n\n\n<p><strong>Internet exchanges are strategic infrastructure<\/strong><\/p>\n\n\n\n<p>IXPs are no longer technical curiosities, they are economic multipliers. The 2025 resilience data shows that African connectivity stability is improving as exchange ecosystems deepen. That makes IXPs comparable to ports and power stations in national importance.<\/p>\n\n\n\n<p>Governments that speak about artificial intelligence, smart cities and digital trade but fail to strengthen exchange infrastructure are building on unstable foundations. IXPs should be formally recognised as critical national infrastructure, supported through open access fibre policy, competitive backhaul pricing and regional peering incentives.<\/p>\n\n\n\n<p>Technology is not the primary obstacle, market structure is. High fibre pricing, monopolistic backhaul control and limited cross-border coordination restrict who can connect to exchanges and at what cost. Without open access frameworks, IXPs exist but fail to transform connectivity economics.<\/p>\n\n\n\n<p>At its core, this debate is about control. Who owns the routing paths, where does data flow and who captures the economic value of Africa\u2019s digital growth. The rapid scaling of traffic at leading exchanges in 2025 proves the model works when ecosystems are nurtured. But growth in isolated hubs is not enough. The next step is continental interconnection.<\/p>\n\n\n\n<p>Digital sovereignty is not achieved by passing data protection laws alone, it is achieved by controlling infrastructure pathways.<\/p>\n\n\n\n<p><strong>The road ahead<\/strong><\/p>\n\n\n\n<p>Africa stands at a digital crossroads, traffic volumes are surging, cloud adoption is accelerating and artificial intelligence will multiply data flows dramatically. The 2025 data shows momentum, but it also exposes fragmentation.<\/p>\n\n\n\n<p>The next phase of progress will not come from more apps alone, it will come from stronger, interconnected and policy supported Internet Exchanges that keep African traffic in Africa.
