Instead, Brazil plans to map external dependencies, assess associated risks and ensure operations can continue when parts of the technology stack are supplied by overseas companies.<\/p>\n\n\n\n<p>Serpro president Wilton Mota said cloud sovereignty should not be defined solely by the physical location of data. Assessments will consider control across three dimensions: data, operations and technology. Factors include access to encryption keys, management responsibilities, applicable jurisdictions, external dependencies and resilience during disruption.<\/p>\n\n\n\n<p>The approach was discussed at the Brazilian Cloud\u2019s first market hearing, involving the Ministry of Management and Innovation in Public Services, Serpro, the Brazilian Agency for Industrial Development and the National Bank for Economic and Social Development.<\/p>\n\n\n\n<p>Brazil\u2019s existing Government Cloud already applies data residency and domestic operation requirements. The Brazilian Cloud is intended to extend this approach by strengthening national capabilities to develop, maintain and evolve technologies.<\/p>\n\n\n\n<p>Planning documents envisage Brazilian institutions and teams maintaining key software capabilities to reduce critical dependencies.<\/p>\n\n\n\n<p>The architecture will also support integration with foreign suppliers and commercial public clouds, creating a multi-provider environment while preserving national decision-making, operational control and service continuity.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Brazil is developing a sovereign cloud infrastructure designed to strengthen national control over data, operations and technology while maintaining access to foreign providers and commercial public cloud services.
