But buried in the technical specifications of these mega-projects lies a more fundamental question: Can the Middle East\u2019s power infrastructure support its AI ambitions?<\/p>\n\n\n\n<p>The answer requires examining not just power generation capacity, but the entire regional power ecosystem: from the <a href=\"https:\/\/gccia.com.sa\/\" target=\"_blank\" rel=\"noreferrer noopener\">pioneering GCC super grid<\/a> that has quietly interconnected the power grids of six countries into a single, resilient network since 2009, to the <a href=\"https:\/\/www.iea.org\/policies\/14291-egypt-saudi-electricity-interconnection-project\" target=\"_blank\" rel=\"noreferrer noopener\">ambitious Red Sea cable projects<\/a> linking Saudi Arabia to Egypt and beyond.<\/p>\n\n\n\n<p>The competition between Saudi Arabia and the UAE for Middle East AI dominance has produced investment announcements that dwarf most national infrastructure budgets. Beyond the Saudi Transcendence initiative, the kingdom secured US<a href=\"https:\/\/semianalysis.com\/2025\/05\/16\/ai-arrives-in-the-middle-east-us-strikes-a-deal-with-uae-and-ksa\/\" target=\"_blank\" rel=\"noreferrer noopener\">$600 billion in AI infrastructure partnerships<\/a> during Trump\u2019s 2025 visit, <a href=\"https:\/\/www.nextplatform.com\/2025\/05\/14\/saudi-arabia-has-the-wealth-and-desire-to-become-an-ai-player\/\" target=\"_blank\" rel=\"noreferrer noopener\">Oracle&#8217;s US$14 billion commitment<\/a> to cloud infrastructure, and <a href=\"https:\/\/www.nextplatform.com\/2025\/05\/14\/saudi-arabia-has-the-wealth-and-desire-to-become-an-ai-player\/\" target=\"_blank\" rel=\"noreferrer noopener\">AWS&#8217;s US$5.3 billion Saudi region development<\/a>. The UAE has responded with equally massive commitments: the 5-gigawatt G42 AI campus\u2014one of the world\u2019s largest\u2014the US<a href=\"https:\/\/www.cnbc.com\/2025\/05\/28\/the-us-ai-love-affair-with-the-uae-boils-down-to-dominance.html\" target=\"_blank\" rel=\"noreferrer noopener\">$500 billion Stargate project<\/a> in partnership with OpenAI and SoftBank, and plans to deploy significantly more capacity beyond the current <a href=\"https:\/\/www.pwc.com\/m1\/en\/media-centre\/articles\/unlocking-the-data-centre-opportunity-in-the-middle-east.html\" target=\"_blank\" rel=\"noreferrer noopener\">100 MW Khazna facilities<\/a>.<\/p>\n\n\n\n<p><strong>The Infrastructure Reality Gap<\/strong><\/p>\n\n\n\n<p>These AI investments represent a fundamental break from previous infrastructure planning. A comprehensive <a href=\"https:\/\/www.frontiersin.org\/journals\/energy-research\/articles\/10.3389\/fenrg.2022.1005081\/full\" target=\"_blank\" rel=\"noreferrer noopener\">2022 analysis<\/a> of Saudi Arabia\u2019s electrical energy future projected methodical growth based on population expansion and traditional energy demand patterns, anticipating peak demand growth to 84 GW by 2030 from <a href=\"https:\/\/www.frontiersin.org\/journals\/energy-research\/articles\/10.3389\/fenrg.2022.1005081\/full\" target=\"_blank\" rel=\"noreferrer noopener\">62.3 GW in 2020<\/a>, with a total generation capacity target of 123 GW by 2032.<\/p>\n\n\n\n<p>What the 2022 planning didn\u2019t anticipate was the AI infrastructure explosion: <a href=\"https:\/\/www.nextplatform.com\/2025\/05\/14\/saudi-arabia-has-the-wealth-and-desire-to-become-an-ai-player\/\" target=\"_blank\" rel=\"noreferrer noopener\">NEOM\u2019s 1.5 GW net-zero AI data center<\/a>, G42&#8217;s 5 GW AI campus (equivalent to 8% of Saudi Arabia&#8217;s 2020 peak demand), and the reality that <a href=\"https:\/\/www.pwc.com\/m1\/en\/media-centre\/articles\/unlocking-the-data-centre-opportunity-in-the-middle-east.html\" target=\"_blank\" rel=\"noreferrer noopener\">AI-focused data centres require up to 10 times more power<\/a> than traditional facilities. <a href=\"https:\/\/www.mitsloanme.com\/article\/theres-a-surge-in-data-center-demand-in-the-middle-east-can-growth-and-sustainability-be-balanced\/\" target=\"_blank\" rel=\"noreferrer noopener\">Traditional data centers operate at 5-10 kW per rack, while AI data centres require 60 or more KW per rack<\/a>. This 6-12x power density increase, combined with gigawatt-scale facility announcements, represents 5-10 GW of unexpected concentrated demand that wasn\u2019t in any 2022 planning scenarios.<\/p>\n\n\n\n<p>From a pure generation perspective, Saudi Arabia appears positioned to handle this challenge, with <a href=\"https:\/\/www.frontiersin.org\/journals\/energy-research\/articles\/10.3389\/fenrg.2022.1005081\/full\" target=\"_blank\" rel=\"noreferrer noopener\">current capacity around 66 GW<\/a> and the region\u2019s abundant energy resources. However, the challenge extends far beyond total power generation to encompass power quality, delivery infrastructure and cooling systems operating in extreme climates where temperatures can easily reach 50\u00b0 Celsius during summer.<\/p>\n\n\n\n<p><strong>Regional Grid Foundation: A US$50 Trillion Vision Already in Motion<\/strong><\/p>\n\n\n\n<p>The Middle East isn\u2019t starting power grid integration from scratch. The <a href=\"https:\/\/gccia.com.sa\/\" target=\"_blank\" rel=\"noreferrer noopener\">GCC Interconnection Authority<\/a> has united the power grids of UAE, Bahrain, Saudi Arabia, Oman, Qatar and Kuwait into a single, resilient network since 2009. The <a href=\"https:\/\/www.tdworld.com\/overhead-transmission\/article\/20956497\/super-grid-increases-system-stability\" target=\"_blank\" rel=\"noreferrer noopener\">400-kV GCC super grid<\/a> represents a sophisticated engineering achievement, featuring high-voltage direct current (HVDC) systems that connect 50 Hz systems (UAE, Oman, Kuwait, Bahrain) to Saudi Arabia\u2019s 60 Hz system through 1,200-MW HVDC installations with centralised control from GCCIA\u2019s center in Ghunan, Saudi Arabia.<\/p>\n\n\n\n<p>The most ambitious expansion is the Saudi Arabia-Egypt electricity interconnection, representing the first large-scale HVDC link between Middle East and North Africa. This 1,350-km route combines overhead lines and Red Sea subsea cables, with 3 GW total exchange capacity and US$1.8 billion investment. Twenty-two-kilometre-long underwater cables are installed\/ being installed in the Red Sea, with the first 1.5 GW currently in operations.<\/p>\n\n\n\n<p>Regional grid ambitions extend to transcontinental connections: India is planning to link its power grid with Saudi Arabia and the UAE through undersea cables, while the EuroAfrica Interconnector will provide a 2 GW link from Egypt to Cyprus, Crete and mainland Greece. Such ventures would <a href=\"https:\/\/agsiw.org\/gcc-grid-infrastructure-and-connectivity-an-electrifying-vision\/\" target=\"_blank\" rel=\"noreferrer noopener\">ultimately tie<\/a> the GCC, the eastern Mediterranean and North Africa to Europe to the west and north, and south and central Asia to the east, in a transcontinental grid.<\/p>\n\n\n\n<p><strong>The Technical Challenge: Where AI Meets Reality<\/strong><\/p>\n\n\n\n<p>While the Middle East offers significant advantages\u2014electricity tariffs ranging from US$0.05 to US$0.06 per kWh, well below the US average of US$0.09 to US$0.15 per kWh, and abundant energy resources\u2014AI creates unprecedented technical challenges. Power delivery challenges in most markets are driven by limitations in interconnecting to the transmission grid, rather than an inability to generate the power, and moving gigawatt-scale power to specific AI facility locations creates transmission bottlenecks that traditional grid infrastructure wasn&#8217;t designed to handle.<\/p>\n\n\n\n<p>AI\u2019s microsecond-scale power variation requirements demand a level of power quality that exceeds conventional grid standards, while integrating massive, variable AI loads threatens to destabilise networks designed for predictable, distributed demand patterns. Cooling infrastructure presents equally daunting challenges. Traditional air-cooled chillers, which rely on very cold water (around 4-6\u00b0C), struggle when ambient temperatures exceed 50\u00b0C, consuming substantial energy. AI compounds this exponentially: air cooling becomes inefficient above 50 kW per rack, necessitating liquid cooling solutions that are both more complex and energy-intensive. In extreme Middle Eastern climates, cooling infrastructure can consume 50% or more of a facility\u2019s total power, creating a compounding effect where AI\u2019s higher power density hinges on even more cooling power.<\/p>\n\n\n\n<p>These challenges require advanced power infrastructure solutions. Traditional UPS systems designed for gradual power ramps can\u2019t handle AI\u2019s microsecond-scale power variations, creating reliability risks that could undermine billion-dollar infrastructure investments. Technologies that have navigated this regulatory framework\u2014demonstrating compliance with the world\u2019s most stringent standards\u2014offer crucial advantages for Middle East operators seeking international partnerships and investor confidence.<\/p>\n\n\n\n<p><strong>The Path Forward: Transformation, Not Just Scaling<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/www.goldmansachs.com\/insights\/articles\/ai-to-drive-165-increase-in-data-center-power-demand-by-2030\" target=\"_blank\" rel=\"noreferrer noopener\">Goldman Sachs Research<\/a> currently estimates the power usage by the global data centre market to be around 55 gigawatts (as of their recent reports), and projects power demand will reach 84 GW by 2027, with AI growing to <a href=\"https:\/\/www.publicpower.org\/periodical\/article\/ai-drive-165-increase-data-center-power-demand-2030-goldman-sachs\" target=\"_blank\" rel=\"noreferrer noopener\">27% of the overall market<\/a>. The Middle East can capture a significant portion of this growth, but success requires recognising that this isn\u2019t just a scaling challenge\u2014it\u2019s a transformation challenge.<\/p>\n\n\n\n<p>While the region\u2019s energy resources and the 400-kV GCC super grid provide a world-class foundation, the era of theoretical planning is over. The transition from 2022 projections to the 2026 \u2018AI Reality\u2019\u2014marked by trial operations of the Saudi-Egypt interconnection and record-breaking solar deployments\u2014demands an unprecedented level of infrastructure sophistication.<\/p>\n\n\n\n<p>Success now hinges on more than just scale; it requires real-time grid integration for gigawatt-class campuses, AI-optimised cooling that defies 50\u00b0C summer peaks, and a highly resilient regional network capable of balancing constant AI pulse loads with the variable output of 12+ GW of new solar capacity.<\/p>\n\n\n\n<p>In order for the Middle East to recognise its AI dreams, advanced power infrastructure deployment will need to be accelerated and cooling technologies will need to be addressed proactively.
