A new addition to the Gartner Hype Cycle for Digital Government Technology this year, Digital Twins of government are models of major systems, such as a road network or a water system, that allow agencies to manage, monitor and maintain them. It\u2019s a trend that\u2019s expected to have a transformational benefit in the public sector within five to 10 years.<\/p>\n\n\n\n

\u201cGovernment CIOs can use this\nresearch to gauge relative risk and timing for investment in emerging\ntechnologies,\u201d said Alia Mendonsa, Senior\nDirector Analyst, Gartner.<\/p>\n\n\n\n

\u201cAt the centre of many of these emerging technologies\nis data. CIOs planning their IT\ninvestment strategies should consider leading a concerted data management and\ngovernance effort to ensure the success of\ndigital strategies.\u201d<\/p>\n\n\n\n

The technologies selected for this year\u2019s Hype Cycle\nare those most integral to advancing digital government transformation.\nGovernment CIOs can use this research to gauge relative risk and timing for\ninvestment in emerging technologies.<\/p>\n\n\n\n

Chatbots<\/strong><\/strong><\/p>\n\n\n\n

Sitting at the peak of the Gartner Hype Cycle for Digital\nGovernment Technology this year, chatbots will have a significant impact on how\ncitizens interact with government.<\/p>\n\n\n\n

A chatbot is a conversational interface that uses an app,\nmessaging platform, social network or chat solution for its conversations. It\ncan be text or voice-based, or a combination of both.<\/p>\n\n\n\n

Chatbots are the number one use of Artificial Intelligence\n(AI) in the enterprise, used in customer service, human resources, IT help\ndesk, self-service, scheduling, enterprise software front ends, and employee\nproductivity and advisory services.<\/p>\n\n\n\n

Digital Twins of government<\/strong><\/strong><\/p>\n\n\n\n

Digital Twins\nwill provide a single interface for awareness and operational control for\njurisdictions in the future.<\/p>\n\n\n\n

\u201cIn the short\nterm, governments should identify a specific proof of concept of a digital\ntwin,\u201d says Bill Finnerty, Senior Director Analyst, Gartner. \u201cIn the midterm,\ngovernments will use Digital Twins for automated command-and-control operations\nthat will require fewer staff to respond to incidents. Over time, Digital Twins\nwill be used to test scenarios related to policy and legislation. That\u2019s when\nthis technology becomes truly transformative.\u201d<\/p>\n\n\n\n

Digital Twins\nof government need not be a complete clone of the jurisdiction. To start with,\nthey can be a digital manifestation of a single aspect. For example, Digital\nTwins have been created for water treatment facilities in Sweden and rail\nstations in China and the UK.<\/p>\n\n\n\n

Blockchain<\/strong><\/strong><\/p>\n\n\n\n

Blockchain has the potential to transform government services by providing a transparent, authoritative record of\ngovernment transactions and reducing friction between public and private-sector\necosystems. It is likely to transform many government functions, such as\nidentities, voting, public records, procurement and regulatory oversight of\nsupply chain risk.<\/p>\n\n\n\n

Seven\npercent of government organisations have already deployed Blockchain<\/p>\n\n\n\n

The Gartner\n2019 CIO Survey indicates that 7% of government organisations have already\ndeployed Blockchain or distributed ledger technology, or plan to deploy it\nwithin 12 months. In the same survey, 43% of government respondents indicated\nthey had no interest in Blockchain, up from 35% in 2018.<\/p>\n\n\n\n

Market hype\nabout Blockchain may have cooled over the past year, but products and services\nare rapidly evolving. Gartner advises government CIOs to monitor, anticipate\nand prepare for a Blockchain technology disruption.<\/p>\n\n\n\n

Data marketplace<\/strong><\/strong><\/p>\n\n\n\n

Data\nmarketplaces are interactive platforms for the exchange of data for commercial\nand social benefit. They create valuable data streams for public and private\nusers and allow data collaboration between government, industry and citizens.<\/p>\n\n\n\n

Data\nmarketplaces create an innovation environment for new digital business models.\nMany CIOs who are working on the vision and execution of Smart Cities will look\nto monetising their existing open data portals by moving them into data\nmarketplaces.<\/p>\n\n\n\n

Smart workspace<\/strong><\/strong><\/p>\n\n\n\n

A smart\nworkspace exploits the growing digitalisation of physical objects. It involves\nusing technologies, including the Internet of Things (IoT) and AI, to deliver\nnew ways of working, scheduling resources, co-ordinating facility services,\nsharing information and collaborating.<\/p>\n\n\n\n

The benefits of\nsmart workspaces will be diverse, ranging from improved employee productivity\nand perceptions of the workplace to improved customer experience as employees\nmake better use of smart workspaces to serve clients.<\/p>\n\n\n\n

Applications\nwill go beyond productivity improvements to include industry and process specific\nsituations, such as an employee using a digital pen that interacts directly\nwith back-end processing systems or a patient being remotely monitored via a\nwearable interface in their home to improve care.<\/p>\n\n\n\n
