His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, has met with Sam Altman, CEO of OpenAI, to explore opportunities for strengthening cooperation in Artificial Intelligence (AI) and accelerating its adoption across Abu Dhabi’s strategic sectors.
The meeting focused on leveraging advanced AI technologies to drive government transformation, enhance economic competitiveness and strengthen Abu Dhabi’s position as a global hub for AI innovation and deployment.
Discussions also highlighted the emirate’s progress in integrating AI into government services and key industries, supported by continued investment in digital infrastructure and national talent development.
Following the meeting, His Highness witnessed the signing of four agreements between Abu Dhabi-based organisations and OpenAI, covering government services, energy operations, investment management and enterprise AI adoption.
Sam Altman, CEO of OpenAI, said: “Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone. We are proud to support the UAE’s ambition, anchored in a shared commitment to safety, accessibility and responsible innovation.”
In the energy sector, ADNOC, G42 subsidiary Inception42 and OpenAI signed an agreement to deploy OpenAI’s frontier AI technology across ADNOC’s operations, making it the first company in the energy sector to adopt the technology.
The collaboration will integrate advanced AI capabilities into operational, investment and commercial decision-making processes to improve efficiency and productivity.
The deployment will use OpenAI’s GPT models supported by in-country inference infrastructure in the UAE, aligning with ADNOC’s ambition to become a leading technology- and AI-enabled energy company.
In the government sector, the Abu Dhabi Government and OpenAI announced the launch of what they describe as the world’s first AI-native Machine-Readable Government initiative.
The initiative will convert selected government policies and regulations into machine-readable formats, enabling AI-powered systems to assist officials with routine regulatory compliance assessments, including the issuance of permits and certificates.
Each assessment will be traceable to the relevant regulation, while government officials will retain oversight and responsibility for final decisions.
Led by the Department of Government Enablement – Abu Dhabi (DGE), the initiative’s first pilot is already operational at the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), focusing on food imports.
AI processing will be supported by OpenAI’s UAE-based inference infrastructure, with real-time model computation running on GPUs located in UAE data centres.
In the investment sector, Mubadala, Inception42 and OpenAI signed an agreement to deploy advanced AI capabilities for investment analysis, opportunity identification and risk assessment, supporting more informed investment decisions and long-term value creation.
Separately, Inception42 and OpenAI signed a five-year agreement to accelerate the adoption of frontier AI technologies across government, enterprise and education in the UAE.
Under the agreement, the companies will jointly develop enterprise AI solutions for major UAE organisations, combining OpenAI’s frontier models and AI engineering expertise with Inception42’s applied AI capabilities and consultancy-led professional services.
The four agreements reflect Abu Dhabi’s broader strategy to move beyond AI experimentation towards large-scale deployment across strategic sectors, strengthening productivity, governance and the emirate’s position in the global AI economy.
