PNCC deploys AI-powered fraud prevention technology to protect Palau’s telecoms networks

Palau National Communications Corporation has deployed an AI-powered fraud prevention system from Oculeus to protect its voice networks and subscribers against telecommunications fraud, strengthening network security as the operator continues to modernise the country’s communications infrastructure.

Palau National Communications Corporation (PNCC) has deployed an Artificial Intelligence-powered fraud prevention system to strengthen the security of its telecommunications infrastructure and protect customers against fraudulent activity.

The national telecommunications provider of the Republic of Palau has implemented the Oculeus Anti-Fraud System (AFS), which uses Artificial Intelligence, Machine Learning and anomaly detection to identify and block suspicious telecommunications traffic.

The deployment is intended to help PNCC protect its voice network against international fraud schemes and unauthorised call routing activities that could affect subscribers and business operations.

PNCC provides mobile, fixed-line, broadband and international connectivity services to residential and business customers throughout Palau.

The company also operates the country’s domestic fibre-optic backbone and is undertaking a wider programme to modernise its mobile telecommunications infrastructure.

As part of this modernisation, PNCC is seeking to strengthen network integrity and improve its ability to respond to emerging fraud threats.

Telecommunications operators in Pacific Island nations face particular challenges in protecting their networks against international scam activities and unauthorised routing schemes.

Such activities can expose subscribers to fraudulent communications while creating operational and financial risks for service providers.

The Oculeus AFS platform provides PNCC with a dedicated fraud prevention layer designed to monitor telecommunications activity and identify potentially fraudulent behaviour.

The system analyses large volumes of network traffic, using AI and Machine Learning to detect unusual patterns that could indicate fraud or network abuse.

By identifying suspicious activity in near-real-time, the technology is designed to enable PNCC to block fraudulent – before it affects customers or disrupts operations.

A central element of the deployment is the use of automation to reduce the need for manual intervention in fraud detection and prevention.

PNCC is using the platform’s automated capabilities to strengthen its existing security operations while making more effective use of its internal technical resources.

Simon Fraser, CEO at PNCC, stated: “As we further modernise Palau’s communications infrastructure, maintaining the highest standards of network integrity is our top priority.”

“We selected the Oculeus solution as it combines the latest technology with a competitive and accessible pricing model, backed by the reassurance of an existing worldwide customer base. The solution also brings great automation benefits and allows us to enhance operational resilience by utilising and upskilling our existing team.”

The implementation is intended to support PNCC’s ability to manage telecommunications fraud threats without significantly increasing the operational demands placed on its existing workforce.

By automating the identification and mitigation of suspicious traffic, the operator aims to improve its response to potential threats while maintaining reliable services for customers.

The deployment also reflects the growing importance of AI-driven monitoring within telecommunications networks, particularly as operators modernise their infrastructure and introduce more advanced digital services.

For smaller national telecommunications providers, automated fraud prevention systems can provide additional protection against increasingly complex international fraud schemes.

Arnd Baranowski, CEO of Oculeus, said: “PNCC has a strong regional reputation for its culture of innovation and we are proud to be contributing to the company’s ambitious development. We are also pleased to be expanding our presence in the South Pacific, helping to show how small telcos around the world can leverage cutting-edge technology to protect their operations and customers against complex telecoms fraud threats.”

The deployment strengthens PNCC’s fraud prevention capabilities as it continues developing Palau’s telecommunications infrastructure.

Through the use of AI-powered detection and automated traffic controls, the operator aims to improve network resilience, protect subscribers and support the continued delivery of secure communications services nationwide.
